A 7% improvement sounds impressive, until you realize that it refers to a shrinking base which is smaller by 17% compared to last year.

I feel sorry for the officialdom because it is almost certain that citizens will soon begin to doubt and question everything. If our government needs public cooperation in pulling off a seeming miracle, they need to level with us.</description>
